Though Justin, I dunno if you've ever done any work with 3D models before, but it's little.... time consuming, to say the least.
And the singing portion is the actual retail program "Vocaloid" and the character Miku comes from the successor program Vocaloid 2 Character Series which were released in Japan.
So in summary, the program costs money (retail 15,750 Yen or $163) and the Miku version (along with all the other cool anime vocaloid versions) is Japanese only.

Even if I did get it, we can't read japanese, and it is a rather deep fully-featured music creation program.
Though I think I read somewhere they ported the voice sampling code to other music programs, but I don't know anything more on that possibility.
